The hosts' second through Louis Storey was disallowed for offside, but Graeme Armstrong got the goal on 85 minutes after a defensive mishap.
Penrith pulled one back in injury time after a hard tackle, with Connor Shields sliding home the penalty.
2019: Hebburn Town 5-1 Ashington
Ashington travelled to The Green Energy Sports Ground for a manic 90 minutes, as Damian Stevens missed a penalty within the opening stages for The Colliers.
Dan Taggart reprieved Ashington moments later to make it 1-0, which livened up the Hebburn team.
Armstrong enjoyed a sensational performance, scoring four for The Hornets, and his replacement in Luke Sullivan made it 5-1 near the end.
2020: Town 2-0 Shildon
Kevin Bolam's men had already secured wins over Hemsworth MW and Corinthian in cup competitions before the Northern League season got underway on September 9.
Shildon were the visitors, and current Hebburn manager Daniel Moore started in the heart of defence for The Railwaymen.
Armstrong played a one-two with Tom Potter on the flank, with the experienced frontman drilling a header into the net in the first period.
Hebburn's second came in the dying moments, as Cedwyn Scott squared it to Olly Martin for a clean strike past Shaun Newbrook.
2021: Hebburn Town 0-1 Frickley Athletic
Hebburn's start to life in the Northern Premier League finished in defeat, courtesy of the eventually-relegated Frickley Athletic.
Chances were at a premium as Frickley sat back throughout the game, pouncing on the hour mark.
Brad Wells was tripped by Donaghy, and former Rotherham United man Lee Frecklington converted the penalty to take the lead.
Danny Burns was sent off at the death for Frickley, but the Yorkshire side managed to hold on to the narrow victory.
