Foalle joins the Hornets after a lengthy spell at local rivals Morpeth Town, where he managed to score eight goals last season, including a brace against Hebburn in January.
Before joining Morpeth in 2018, Foalle scored 17 goals in 15 games for Whitley Bay, playing alongside current Hebburn attacker Olly Martin.
After spending the last seven years at the Highwaymen, Foalle decided it was time for change and becomes Daniel Moore’s third summer signing.
"I'm really excited to join Hebburn," he stated.
"I spoke to Bobby [Daniel Moore] last season and it wasn't the right time, but now it's the perfect opportunity and I'm looking forward to it.
"Bobby's very passionate about everything he does and that fits in with myself. I die by the sword on the football pitch so I think we're very similar.
"I'm looking forward to getting started here and I can't wait to get going."
